Help for freezing dogs

It’s going to get down to 0 in Santa Fe and -10 in Taos in the next couple of days, with wind chills much colder. Dogs should not be left outside in this weather. Below are Santa Fe City and County ordinances (fuzzy, but at least there is something) related to shelter and numbers to call if you see an animal in danger (of freezing to death).
